RECOMMENDATIONS FOR OPERATIONAL GUIDELINES FOR DIVISION 20

 

These operational procedures for Division 20 establish a standardized method of performing fire ground activities and simplifying the deployment of companies for the Incident Commander.  They are not intended to regulate any incident commander or fire department's normal method of function.  Instead, they are to provide a framework for MABAS activated incidents.  

 

1.         Change of Quarters - defines the "non-lights and siren" response for any change of a      

            quarters apparatus.

 

2.         Communications - identifies the function of NIFERN and fire ground during MABAS     

            INCIDENTS.

 

3.         Communication Vehicle - clarifies the role and responsibilities of the Comm Van during        

            MABAS incidents.

 

4.         Box Cards - provides clarification for standardizing Division 20 Box cards for structure fires 

            (excluding target hazards, high life risk, etc.)

 

5.         Plans Officer - establishes and defines the purpose of the Plans Officer.

 

6.         Operations Sector - establishes and defines the purpose of the Operations Sector.

 

7.         Staging - summarizes the three levels of apparatus staging.

PURPOSE:     To provide MABAS Division 20 with a consistent standard of operation for                                      emergency scene management.

 

INTRODUCTION

Incident scene management is more effective when there is a standard method of

operation.  While MABAS guidelines provide for consistent communication

guidelines, incident management system and accountability, Command and Sector

Officers must feel confident that all companies under their command are functioning in a

similar manner.

 

BACKGROUND

MABAS Division 20 encompasses eighteen fire departments.  However, there are thirty-

three Mutual Aid companies which respond to Division 20 extra alarm incidents which

are members of other MABAS Divisions.  They are:

                                    York Center, Oak Brook Terrace and Downers Grove

 

 

OPERATIONAL PROCEDURES

The realization that fire departments from other divisions will function differently warrants

a standard method of operation from Division 20.  This standardized framework for

emergency scene management will help reduce inconsistencies when working with fire

departments from the six MABAS Divisions that border Division 20.
